Loosely based on the BLF (Builders Labourers Federation) green bans against development in inner Sydney city waterside suburbs. Briefly touches on the real life disappearance of Juanita Nielsen, an activist against mass development in Sydney in the late 1970s.

Summary Jessica Simmonds returns home from London and is shocked to find the street in which she grew up being torn apart to make way for a high rise development. When her father, a vocal opponent of the developers, is killed in a fire in his home attributed to faulty wiring, Jessica takes up the cause of the local residents. Joining forces with Jeff Elliot, a union leader, they take the fight to the streets. But as Jessica probes more into the background of the Angel Street development she unearths a sinister connection between the development group, organised crime and, most disturbing, a conspiracy between the developer, the police and the highest level of government.
